Quick answers
What does “percent full” mean for a reservoir?
It is the water stored in the conservation pool divided by the capacity of that pool. Water above full pool is flood storage and does not count, so a lake can be “100% full” and still rising. See Full pool and ft msl.
Where does this data come from?
From US Army Corps of Engineers, NOAA National Water Prediction Service. Each lake page names its gauge and the time of the reading. See Sources.
